Frank Mullins

Frank Mullins, age 83, passed away on Monday, October 13, 2025, at Norton Community Hospital. Frank was born to Rufus and Rita Bell Mullins at home in Dickenson County on March 30, 1942. He spent his early years exploring the family holler with his siblings and cousins, where he developed a lifelong love for nature and wildlife. Later, the family moved to Fairfax, where he got into shenanigans with his uncle Jimmy, such as lying about his birthday to get his driver's license early and hiding it from the police to avoid speeding tickets. In 1969, Frank married Peggy Jane Bryant, and the next year, the couple welcomed the birth and mourned the death of their daughter, Tammie. Frank was tired of the big city life, and as he often said, “There’s no place like home,” so he and Peggy moved back to the family land where he was born. There, Frank drove coal trucks, rode motorcycles, flew remote control planes, made deals at the flea market, fished, and followed his uncle's example by getting into shenanigans with his nephews. Later in life, Frank and Peggy adopted a daughter, Debbie, whom they both loved dearly. He and Debbie enjoyed boating and fishing together. Even after Peggy passed away and Debbie became an adult and had moved out, he would call her, telling her to get dressed because they were going out to get something to eat or to go to High Knob to see the changing leaves. At home, he enjoyed feeding and watching the wildlife, and apparently, the wildlife liked him as well, since more than once they came into his trailer. Frank is preceded in death by his wife, Peggy, their daughter, Tammie, his parents, Rufus and Rita Bell, and his siblings: Jerry Mullins, Nora Havenner, Susie Barrington, and Helen Mullins. He is survived by his daughter, Debbie Woodruff (Darvin), siblings, Jean Mould and Hank Mullins (Sandy), and many loving friends and family members. A special thank you goes to his cousins, Larry Nowlin, Barry Nowlin, Johnny Mullins, and their wives for their help during the last months of his life. The family will receive friends on Friday, October 17, 2025, at Mullins Funeral Home Chapel in Clintwood, Virginia, starting at 12 PM. Services will follow at 1 PM. Pallbearers will be Danny Barrington, Kevin Barrington, Jerry Havenner, Chad Mullins, Barry Nowlin, Nicholas Price, and Andrew Price. Honorary Pallbearers will be Ray Barrington, Larry Nowlin, and Johnny Mullins. In lieu of flowers, the family requests donations be made to the American Liver Foundation or Defenders of Wildlife.
